Tinotenda Hove – High Court Justice Pisirayi Kwenda this afternoon set a firm tone as he delivered the sentencing framework for Moses Mpofu and Mike Chimombe, ruling that the presumptive starting point for punishment is 20 years in prison.

Justice Kwenda stated that the fraud was carried out under serious aggravating circumstances, highlighting both the substantial financial loss involved and the misuse of public funds.

He stressed that the gravity of the offence warranted a harsher penalty, noting that crimes of this nature undermine public trust and demand strong judicial response as he continued delivering his sentencing judgment.
