“Protect The Constitution Now”: Action Democratic Movement Sounds Alarm Over Amendment Bill

Tinotenda Hove – The Action Democratic Movement (ADM) has issued a strong warning to Zimbabweans following the decision by Speaker Jacob Mudenda to gazette a proposed Constitutional Amendment Bill, describing the move as a defining moment for the nation’s democracy.


In a statement released Monday, the party urged citizens to closely scrutinise the proposed changes, warning that any attempt to extend terms of office, weaken independent electoral oversight, or dismantle key constitutional bodies would have far-reaching consequences.


“The recent move by Speaker Jacob Mudenda to gazette the proposed constitutional amendment demands our full attention, our voices, and our unity,” the party said.
ADM cautioned that proposals affecting institutions such as the Zimbabwe Gender Commission and the National Peace and Reconciliation Commission are not minor administrative adjustments, but fundamental shifts that could alter the country’s democratic architecture.


“Any proposal that seeks to lengthen terms of office, weaken independent electoral oversight, or dismantle institutions such as the Zimbabwe Gender Commission and the National Peace and Reconciliation Commission is not a small administrative change — it is a defining national moment,” the statement read.
The party emphasised that the Constitution exists to safeguard citizens from abuse of power.


“A constitution is not a tool for leaders; it is a shield for citizens. It exists to limit power, not to extend it. Therefore, any amendment must serve the people, not political convenience,” ADM said.


Calling for active public participation, the movement urged Zimbabweans to make full use of the 90-day consultation period provided under the law.


“We must be clear: democracy is not defended by silence. It is defended by participation. The 90-day consultation period is not a formality — it is your constitutional right. Use it. Speak. Write. Attend. Question. Reject anything that undermines your future,” the statement continued.


In a direct message to those in authority, ADM said leadership should reflect the will of the people rather than attempts to reshape it.
“To the regime leader and all public officials, we say: leadership is proven by respecting the will of the people, not revising it.”


The party concluded by urging citizens to remain peaceful but vigilant, stressing that sovereignty ultimately rests with the people.
“Real power does not sit in Parliament alone — it lives in the people. And when the people stand firm, no amendment can silence them.”
The movement summed up its position with a rallying call: “Protect the Constitution. Defend the Republic. Secure the Future.”
