Mutare South MP Dumbarimwe Sets Record with Shortest CAB3 Debate, Earns Speaker’s Praise

Harare – Mutare South Member of Parliament, Tawanda Dumbarimwe, made history during the Constitution of Zimbabwe Amendment (No. 3) Bill (CAB3) debate by delivering the shortest presentation, earning rare praise from the Acting Speaker for his efficiency.

Taking the floor late into the night, Dumbarimwe kept his submission brief and to the point, stating simply that the people of Mutare South support the Bill in its entirety.

“The people of Mutare South are in support of CAB3 100%. They support that the President, Members of Parliament and councillors have an extension of the cycle from five to seven years. I will not labour because most of the things that are good about this Bill have been said. I thank you,” Dumbarimwe said.

The brevity and clarity of his contribution caught the attention of the Acting Speaker, Joseph Tshuma, who commended the MP for setting a positive example for the House.

“What you have done here is what we call setting a good precedent. Well done indeed. If only a lot of Hon. Members could do like what you have just done, this House would move faster and progressively. I salute that kind of spirit,” the Acting Speaker said.

Dumbarimwe’s concise presentation stood in stark contrast to the lengthy and often contentious debates that had characterized the proceedings, which had stretched from 2:15 PM to well past midnight.

His approach aligned with the Speaker’s earlier call for members to avoid repetition and focus on key points, allowing more members to contribute to the debate.

The Mutare South MP’s efficient handling of his contribution was widely noted as a model of parliamentary discipline, demonstrating that effective representation need not require lengthy speeches but can be achieved through clear, focused submissions that accurately reflect the views of constituents.
