Ziyambi Dismisses ‘Breaking Barriers Initiative’ Document As Fake

Tinotenda Hove – Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi has dismissed as false and misleading a document circulating on social media titled “Breaking Barriers Initiative”, which claims to outline proposed constitutional amendments by the ruling Zanu PF party and the Government of Zimbabwe.

In a statement released on Wednesday, Ziyambi said the document — which has no named author — was being shared alongside “unsubstantiated, unverified, and uncorroborated assertions” that it represents the official position of government or Zanu PF on constitutional changes.

“It has come to my attention that a document entitled ‘Breaking Barriers Initiative’ — bearing no named author and allegedly referenced in a purported ‘dossier’ recently submitted to the presidium of the governing party, Zanu PF — is being disseminated widely across social media platforms,” said Ziyambi.

He described the circulating material as “spurious, fabricated or manipulated,” warning the public against taking it seriously. “My office is not able to comment on or verify the authenticity of the circulating document, which may, in all likelihood, be spurious, fabricated or manipulated, particularly in light of the dubious source of its disclosure,” he stated.

Ziyambi emphasized that while various legal practitioners, experts, and scholars have submitted proposals for constitutional amendments since November 2024, no official decision has been made to adopt or advance any of them.

“Whereas multiple submissions from legal practitioners, experts, and scholars have been tendered, proposing sundry amendments and procedural mechanisms for the implementation of the Resolution, and with submissions having been presented since November 2024—some directly to the party, others to Parliament or my office; and whereas no determination has been rendered to adopt, endorse, or advance any such proposals,” he explained.

He assured the public that once relevant authorities make a decision on the exact amendments and the process for enacting them into law, the information will be shared transparently.

“Once the relevant authorities make a decision on the precise amendments to be made and the process for their enactment into law, the public will be appropriately and transparently informed,” Ziyambi said.

He concluded by dismissing the ongoing debate around the leaked document as “a total waste of time and an unfortunate disservice to the national interest.”
