Harare – ZANU PF Member of Parliament for Mbire, David Butau, has thrown his weight behind the contentious Constitution of Zimbabwe Amendment (No. 3) Bill (CAB3), arguing that the proposed changes are essential for ensuring continuity of development projects and policy consistency.

Speaking during the debate in the National Assembly, Tuesday, Butau emphasized that the Bill is not about individuals but about the nation’s progress.

He highlighted the Harare-Kanyemba Road and the exploitation of the Gonono gas fields (Mukuyu One and Two) as key projects requiring stability. .

“The people of Mbiire in Mashonaland Central are extremely grateful that we have a road called Harare-Kanyemba Road. This entire country did not even know of the existence of Kanyemba until the Second Republic,” Butau said. “Those projects need to be completed. Continuity is what impels democracy. Continuity is what impels investors.”

Butau also addressed the proposed transfer of voter registration from the Zimbabwe Electoral Commission (ZEC) to the Registrar-General’s Office. He praised the efficiency of the Registrar-General’s services, such as passport processing, as evidence of its capacity to handle voter registration.

“We used to sleep in queues for 12 hours to get a simple passport; now you get it in 24 hours, that is development. That is ZANU PF, that is a majoritarian notion, not an imaginary opposition,” he stated .

When challenged by opposition MPs on his reference to the opposition as “imaginary”, Butau clarified he was not referring to the party but to “imaginary opposition of minds of people who would want to dispute that.” He cited China’s development without elections as an example for Zimbabwe to consider.

“China has developed into a 17 trillion-dollar economy. They do not have elections. So, there is absolutely nothing wrong with us as Parliament electing our President,” Butau declared.

Responding to opposition legislator, Mutseyami who jeered him for his predicament under the late President Robert Mugabe era, Butau declared that he is a warrior who is not intimidated or who fears anyone.

“If you want to get the best out of me, give me threats. I will face them head- on. I was born a warrior,” declared Butau.
