US$1 Million Youth Fund Sparks Accountability Concerns

Tinotenda Hove – The launch of a US$1 million Youth Empowerment Fund by Tinoda Machakaire has triggered growing concern over accountability, with critics questioning how the funds will be managed and who will ultimately benefit.


Announcing the initiative this week, Machakaire said the fund is designed to support young people through business financing, skills development, and innovation.

However, observers argue that without clear oversight mechanisms, the programme risks being mismanaged or failing to reach its intended beneficiaries.


The fund is being rolled out under the broader national development agenda championed by Emmerson Mnangagwa, which emphasizes inclusive growth and the goal of leaving no one behind as the country works towards Vision 2030.


Despite these assurances, scepticism persists. One analyst noted, “The real issue is not the announcement, but how transparently the money will be distributed.” A youth activist echoed similar concerns, saying, “Young people have heard these promises before, but without accountability, such funds often fail to reach those who need them most.”


Calls are mounting for the Ministry of Youth Empowerment, Development and Vocational Training to provide clear guidelines, public reporting, and independent oversight. “There must be a transparent system that tracks every dollar,” said a community leader. “Otherwise, this risks becoming another initiative where accountability is lacking.”


As implementation begins, attention is now shifting to whether authorities will ensure proper governance of the fund or face renewed criticism over transparency and oversight.
