Mnangagwa Summons National Assembly As CAB3 Heat Increases

Tinotenda Hove- President Emmerson Mnangagwa has called Parliament back for an emergency session next Tuesday to tackle the Constitution of Zimbabwe Amendment Bill No. 3, pushing the contested law into its final stretch.

According to a notice released Friday by Clerk of Parliament Kennedy Chokuda, all MPs must report for the special sitting at 2:15 PM on Tuesday, 30 June 2026.

The directive, listed as General Notice 1003 of 2026, was issued under Section 110 (2)(c) of the Constitution.

MPs will be tasked with reviewing changes to the Amendment Bill, H.B. 1B of 2026, after the Senate signed off on its own version earlier this week.

Parliament had earlier been adjourned to 7 July 2026, following the National Assembly’s Third Reading last Thursday. That vote gave the Bill the required two-thirds backing in the lower House.

Under Zimbabwe’s rules, any constitutional change must clear a two-thirds threshold in both the Senate and the National Assembly, before it can be signed into law by the President.

The Senate’s approval came with six amendments, which means the National Assembly cannot just rubber-stamp it. It must debate the Senate’s version first.

That puts Tuesday’s meeting at the centre of the process. If MPs accept the Senate’s amendments as-is, the Bill moves directly to Mnangagwa for assent.

However, if the National Assembly alters anything, the Bill will be sent back to the Senate for another round of review.
