Tinotenda Hove – Zimbabwe’s security sector has entered a new chapter following major changes at the top, with President Emmerson Mnangagwa appointing General Emmanuel Matatu as the new Commander of the Zimbabwe Defence Forces (ZDF). The decision, effective 21 November 2025, has prompted divided opinions across political and military circles.
General Matatu’s elevation and assumption of command were announced in a formal notice citing section 216(2) of the Constitution and sections 7(1) and 8(2) of the Defence Act. His appointment follows the retirement of long-serving ZDF Commander General Philip Valerio Sibanda, marking the end of an era and the beginning of what some believe to be a strategic realignment within the armed forces.
Reactions to the appointment have been mixed. Supporters point to Matatu’s extensive military background, praising his steady rise and experience. Critics, however, argue that the timing raises questions, particularly given ongoing political manoeuvring within Zanu PF. Some analysts suggest the move is part of a broader repositioning of loyal figures in anticipation of looming succession battles.
The reshuffle extended beyond the ZDF. In a parallel appointment, Major General Asher Walter Tapfumaneyi was promoted to Lieutenant General and named Commander of the Zimbabwe National Army (ZNA), effective 25 November 2025. His rise has drawn particular attention due to its speed. Tapfumaneyi, who re-entered the military earlier in 2025 as a retired Brigadier, advanced to Major General and has now leapt to the top of the ZNA in a single year.
In an official statement, the Office of the President and Cabinet said: “His Excellency, the President of the Republic of Zimbabwe and Commander-in-Chief of the Zimbabwe Defence Forces, Cde Dr Emmerson Dambudzo Mnangagwa, acting in terms of section 216(2) of the Constitution of Zimbabwe as read with sections 11(1)(a) and 11(4) of the Defence Act [Chapter 11:02], promoted Major General Asher Walter Tapfumaneyi to the rank of Lieutenant General and appointed him Commander of the Zimbabwe National Army with effect from 25 November 2025.”
Analysts note that Tapfumaneyi’s rapid advancement bypassed several senior officers, fuelling speculation that loyalty to the President may have outweighed traditional considerations of seniority and service length. Political observers say the restructuring aligns with a pattern of consolidating influence within key state institutions ahead of internal Zanu PF succession discussions.
The appointment notices, issued on 19 November 2025, were signed by Dr Martin Rushwaya, Secretary to the President and Cabinet, formalizing what many view as one of the most consequential military reshuffles in recent years.
