Tinotenda Hove- Zanu PF online activist Dereck Goto has sparked outrage after declaring that the Constitutional Amendment Bill No. 3 (CAB3) process is effectively complete and irreversible, with critics accusing him of arrogantly imposing constitutional changes on citizens before Parliament and the courts have fully concluded the matter.

In an open letter addressed to Zimbabweans, Goto dismissed concerns and legal challenges surrounding the controversial constitutional amendment process, insisting that the outcome was already guaranteed because of Zanu PF’s overwhelming parliamentary majority.

“CAB3’s Work Is Done. Make Way For CA3,” Goto declared in the letter, setting a defiant tone that many opponents viewed as confirmation that the process had already been predetermined behind closed doors.

Goto boasted that “three hundred thousand” Zimbabweans allegedly participated in the consultations, describing it as “the largest constitutional engagement this country has seen in living memory.”

“That is not a footnote. That is a nation speaking,” he wrote. “The voices of Zimbabweans are on the record, and Parliament has every single one of them.”
However, critics argue that public consultations alone cannot justify forcing through constitutional changes that many citizens and civil society groups continue to oppose.

In his letter, Goto openly stated that the Bill’s passage through Parliament was now simply a matter of numbers.
“The Bill now moves to Parliament – where ZANUPF holds an unassailable majority in both the National Assembly and the Senate,” he said.

“The debate will happen. Every voice will be heard. Then the votes will be counted. The required majority will be met. This is not optimism. This is not hope. This is arithmetic, and arithmetic does not lie.”
His remarks have been interpreted by opponents as an admission that the process is already politically decided regardless of public objections or court interventions.

Goto also appeared to downplay ongoing legal challenges against CAB3, insisting that court action would not stop the amendment process.

“Understand clearly what litigation is and what it is not,” he wrote. “It is not a veto. It is not a wall. It is a procedural detour on a road whose destination was never in question.”

The activist further declared that once Parliament passes the Bill, President Emmerson Mnangagwa would simply formalise the process through presidential assent.

“When Parliament speaks with the required constitutional majority, he completes the process. That is not a prediction. That is the law of this land,” Goto said.

He ended the statement triumphantly, saying: “The opposition calls it predetermined. History calls it democracy. We call it done.”

Goto also pushed Zanu PF’s controversial 2030 slogan, concluding with: “Bhora mberi maZimbabweans – 2030 akatimirira.”

The comments have intensified fears among critics who argue that CAB3 is being driven through Parliament with little regard for dissenting voices, deepening concerns over democratic accountability and constitutional integrity in Zimbabwe.
