Tungwarara’s Meeting With Mnangagwa Sparks Skepticism

Tinotenda Hove – Presidential Special Investment Advisor Dr. Paul Tungwarara on Wednesday paid what officials described as a “courtesy visit” to President Emmerson Mnangagwa, a meeting that critics say reflects more symbolism than substance amid Zimbabwe’s deepening economic challenges.

According to an official brief, Tungwarara extended New Year wishes to the President and discussed the so-called 2026 Empowerment Agenda, with a focus on “inclusive economic growth,” youth and women empowerment, and investment initiatives aligned with “Vision 2030.”

However, analysts and ordinary citizens have questioned the timing and relevance of such high-level meetings, arguing that repeated references to empowerment and long-term visions ring hollow in the face of persistent unemployment, currency instability and declining living standards.

“The language never changes — it’s always ‘inclusive growth’ and ‘empowerment,’ but people on the ground see no change,” said one Harare-based economic commentator, adding that Vision 2030 has become “a slogan rather than a lived reality.”

While the presidency framed the engagement as strategic, critics say it highlights the growing gap between elite discussions and the everyday struggles of Zimbabweans, many of whom view these visits as ceremonial exercises that fail to deliver tangible results.
