Critics Dismiss Mnangagwa’s National Development Strategy as Empty Rhetoric Amid National Turmoil

Tinotenda Hove- President Mnangagwa today launched the National Development Strategy 2 (NDS2) at State House in Harare, but the announcement has been met with widespread scepticism, with many arguing that government blueprints mean little when citizens continue to face economic hardship, collapsing services, and worsening poverty.

The strategy, which claims to build on the “achievements” of NDS1 and accelerate Zimbabwe’s journey toward upper-middle-income status by 2030, has been criticised as unrealistic and disconnected from the lived realities of ordinary people.

According to government, NDS2 focuses on ten key priorities including macro-economic stability, inclusive growth, infrastructure development, food security, innovation, youth development, social protection, devolution, international relations, and governance reforms.

However, analysts and citizens say these promises echo the same ambitions outlined in NDS1—plans that failed to translate into meaningful change. Despite repeated assurances of economic reform, Zimbabwe continues to grapple with inflation, poor wages, power shortages, failing hospitals, and high unemployment.

For many, today’s launch felt more like a political performance than a genuine development turning point. Critics argue that without accountability, transparency, and real action, development strategies remain nothing more than glossy documents that offer hope on paper but deliver little on the ground.

As one observer noted, “Another strategy won’t fix anything if the same problems—corruption, mismanagement and lack of political will—remain untouched.”

With NDS2 now officially launched, the public waits to see whether it will finally bring progress, or simply join the long list of ambitious government plans that fade without impact….
