Tinotenda Hove- ZANU PF Senator Mike Bimha has come under scrutiny after strongly backing the controversial Constitutional Amendment (No. 3) Bill (CAB3), a proposal many critics say is designed more to consolidate political power than to serve ordinary Zimbabweans.

Speaking during the Senate debate on Tuesday, Bimha praised the Bill as a necessary step for national progress, insisting it aligns with the wishes of citizens.

He claimed CAB3 is not being imposed from above but is instead a product of local consultation.

“The proposed changes reflect the aspirations and development priorities of the people of Zimbabwe,” Bimha said.

However, his remarks are likely to fuel further public skepticism, as opposition voices and civil society groups continue to question whether ordinary Zimbabweans were genuinely consulted or if the process is being driven by political elites with vested interests.
Bimha also described the Bill as a locally crafted solution to Zimbabwe’s governance needs, portraying it as an answer to current national challenges.

“This is a home-grown initiative shaped through extensive public consultation and designed to respond to the country’s current development needs,” he said.

Yet critics argue that such assurances ring hollow, pointing to growing concerns that CAB3 could weaken constitutional safeguards and erode democratic accountability. Detractors say repeated attempts to amend the Constitution undermine the spirit of constitutionalism and create dangerous precedents for executive overreach.

As debate over CAB3 intensifies, many Zimbabweans remain unconvinced by ZANU PF’s justification, viewing the proposed amendments as another politically motivated maneuver disguised as reform. Rather than addressing pressing issues such as unemployment, inflation, and failing public services, critics say Parliament is prioritizing constitutional changes that primarily benefit those already in power.
