Chinhoyi— President Emmerson Mnangagwa on Saturday declared the 23rd ZANU PF National People’s Conference officially closed at Chinhoyi University of Technology (CUT) in Mashonaland West Province, telling delegates the party had moved “from promises to performance” and would enforce measurable delivery of conference resolutions ahead of Vision 2030.

In his closing address on 17 October 2026, Mnangagwa said the conference theme — “From Resolutions to Results: Consolidating Economic Development and Deepening Empowerment towards Vision 2030” — had served as both “a compass and source of inspiration,” and insisted the party’s success would be judged by tangible improvements in people’s lives.

“The message from this Conference is unequivocal: ZANU PF is united, unshakable and focused towards the supreme goal of wholehearted service to the people of Zimbabwe and realising Vision 2030,” he said. “ZANU PF iNzou inoramba ichifamba, ichingo famba.”

The President said the conference had produced clear guidelines for party and government work in the coming year, and directed that obligatory implementation timelines be established in provinces and party structures, along with monitoring and evaluation systems. Challenges and gaps, he said, must be “promptly addressed.”

Mnangagwa also directed government ministries, departments and agencies to remain aligned with party policies and to “act with greater urgency” in implementing conference resolutions. He called for synergy, collaboration and a “Whole of Society Approach,” including the involvement of traditional leaders, and said digitisation, research and innovation had become “of urgent necessity.”

“We are decisively moving from promises to performance; declarations to delivery and ‘Resolutions to Results,’” he said. “This 23rd National People’s Conference has therefore marked a turning point in our Party’s history.”

The ZANU PF First Secretary reaffirmed the party’s founding values, ideological clarity and revolutionary resolve, saying the party’s strength should remain anchored on solid structures, efficient systems, a credible database and leaders “immersed among the people.” He urged party wings, organs and structures to be visible, accountable and responsive within communities.

“Simba rehove ririmumvura. Ndo-zvatiri, seMusangano,” he said.

On unity, Mnangagwa said the party should maintain an open-door policy to harness input from grassroots communities, religious leaders, academia, industrialists, farmers, SMEs and entrepreneurs. “United we stand, divided we fall; unity is indispensable to our continued success. ZANU PF is supreme,” he said.

He commended the National Coordinating Committee led by National Chairman Oppah Zvipange Muchinguri-Kashiri, the host province of Mashonaland West, government ministries, departments, agencies and other stakeholders for the conference’s success, and thanked Mashonaland West for its hospitality in Chinhoyi.

“Our actions have shown that no-one owns the revolution; ZANU PF is an enormous, mass-Party,” he said. “The DNA of our Party is imprinted on both present and future generations, in perpetuity.”

Mnangagwa said the ZANU PF government would continue creating an environment for business and socio-economic activity to thrive, and assured partners, investors and the broader international community that the party would remain “a consistent ally in the realisation of global peace, security, development and shared prosperity.”

“Zimbabwe under ZANU PF is not slowing down, nor remaining at this current level. We are moving full-speed ahead, to modernise, industrialise and empower all our people towards a higher standard of living,” he said.

He also pledged continued support for youth, women and artisans, Education 5.0, healthcare and medicines, and the preservation of the armed liberation war heritage, history, culture and religious freedom.

“Ndi Jehovah arikudenga anoita kuti mabasa edu, neNyika tibudirire. Halleluya!” he said.

With those remarks, Mnangagwa declared the 23rd National People’s Conference officially closed and wished delegates safe journeys back to their provinces.

“The future is growing brighter and brighter under ZANU PF. Aluta Continua, Victory is Certain,” he said.
