By Temba Mliswa -Here is a comprehensive clarification of the protocols governing ZANU-PF’s approach to Central Committee candidacy for individuals who do not fulfill standard eligibility criteria. The provision for waivers serves as an established mechanism that has been used before.
Previously this channel has benefited individuals such as Simbarashe Mumbengegwi, Sekai Nzenza, Finance Minister Mthuli Ncube, and former Health Minister Obadiah Moyo.
The Politburo, as the main decision-making entity outside Congress, oversees this. Members who fail to meet the conventional standards such as 5 years of service at the provincial or DCC levels still have the opportunity to contest for a Central Committee position.
A candidate can make an application or get nominated by their Provincial leadership body. For instance, Tagwirei’s candidacy was propelled by a nomination from Harare Province.
Subsequently, the application undergoes scrutiny by the Provincial Structures. Despite not having complete credentials, the application is presented to the Provincial Coordinating Committee (PCC), which subsequently forwards it to the National Elections Directorate.
The Politburo is then informed of candidates identified as non-compliant with the constitutional stipulations but seeking waivers on alternative grounds. It engages in deliberations regarding the candidacy and renders its decision.
Critically, several principal factors are considered during this evaluation. The Politburo assesses the strategic significance of the candidate, whether they hold positions as Gvt Minister or are well-regarded technocrats.
It also assesses one’s political allegiance and contributions to the ZANU PF party. If the candidate is deemed suitable, the Politburo may grant a waiver, thus formally exempting them from the standard qualifications.
Moreover, independent of the waiver process, the President retains the authority to influence the appointment of key allies or experts, thereby encouraging broader political cohesion within the party structure.
Thus, the likes of Mutsvangwa, perching their own presidential ambitions on this, should be careful of overreaching in their celebratory antics as the President retains enough power and influence to make decisive decisions in some of these issues.
