CDF Accountability: Epworth North MP Pledges Continued Development

Harare- Epworth North legislator Zivai Mhetu has pledged continued development of the constituency providing a detailed update on the utilisation of the previous Constituency Development Fund (CDF).

Mhetu, who engaged Epworth residents sourcing their input on what to prioritise when the next CDF is disbursed,   outlined key infrastructure projects that had been implemented including road construction.

Mhetu, who held meetings, which were also attended by Hon Shiriyedenga and Senator Katumba at Muguta Secondary School in Ward 1, Domboremaziso in Ward 6 and Mabvazuva in Ward 7 emphasised his commitment to addressing pressing issues such as water access, electricity expansion, and road rehabilitation, while also pushing forward the Title Deeds program to unlock long-term development in the area.  

“We will prioritise the community needs and the selected development committee will look at your input and that is what we will implement,” he said. 

Ward 1 residents

Mhetu said while the long-term plan is to supply Epworth North with water from Kunzvi Dam, he has so far pursued an interim solution by engaging the Marondera Town Council, which has surplus capacity from its three dams—Wenimbi, Muchekeranwa, and Mupfure.  

However, progress on the implementation of this interim water solution for residents has been stalled due to the Epworth Local Board Town Secretary’s office failing to issue four critical letters since 2023—documents required to activate the water supply agreement. The MP urged authorities to expedite the process to alleviate water challenges in the constituency.  

In Ward 1, residents called on the legislator to continue road rehabilitation adding that there were muggings in the area because commutter omnibus op dropped off passengers far due to poor roads.

Mavis Munjodzi from Ward 1 pleaded with the MP to prioritise the construction and setting up of home industries.

“If these are set up, youths will be empowered and we will have less muggings. Employment creation is important,” she said.

In Ward 7, residents suggested the construction of a primary school and a local and affordable health facility.

The legislator confirmed that electrification efforts are underway for schools in the area, with Mabvazuva Secondary School expected to be powered by December 2025. Muguta Secondary and Chinamano Primary schools are also part of the broader electrification plan aimed at ensuring all of Epworth North is electrified. 

Mhetu revealed  that he is working closely with Kwangu Trust, developers, and the Epworth Local Board to finalise land allocations and submit layout plans to the Surveyor-General. 

Once approved, these plans will enable road construction and sewer and water reticulation—key steps toward issuing title deeds to residents.  

However, following consultations with residents, road rehabilitation emerged as the top priority for CDF allocation where residents appreciated progress made so far. It was revealed that a total of ZiG 1.3 million was disbursed which had funded grading and gravelling of the road to Muguta Secondary School, pothole repairs from Chihota turnoff to Maperera, and improvements at Komboni Yatsva bus stop and Chiremba Shops in Ward 1. 

In Ward 6, the road to Speed Market had been graded and 500 metres of the road from Honor Wisdom School to Mared Tuckshop, had also been graveled and compacted.  

In Ward 7, the legislator had also carried out road upgrades from Corner Auction to the quarry stone area bringing the total of completed roadworks to 1.5 kilometers. Adelaide Sports Ground had also been graded and it is ready for community use.  

Hon. Mhetu reaffirmed his dedication to transparency and urgent service delivery, emphasising that residents’ voices shapped the constituency’s development trajectory.

“Your cooperation especially as we construct roads is key because we have residents who have built their houses where there is supposed to be a road. Residents should move to the places that they were allocated so that this does not stall progress in road development,” he said. 

As Epworth North pushes forward with these developments, the MP’s hands-on approach signals a determined effort to transform the constituency through community-driven projects.
